EST PAR LES PRÉSENTES DONNÉ PAR LA SOUSSIGNÉE,
Conformément à la loi sur l’éthique et la déontologie en matière municipale, la Municipalité du village de Fort-Coulonge désire aviser la population que le règlement suivant sera adopté au cours de la séance ordinaire du Conseil municipal du 7 septembre 2016, à 19h00, au bureau municipal situé au 134, rue Principale, Fort-Coulonge (Québec) J0X 1V0, à savoir :
Règlement numéro 2016-236 : CODE D’ÉTHIQUE ET DE DÉONTOLOGIE DES ÉLUS MUNICIPAUX.
Le législateur a adopté le Projet de loi 83 (Loi modifiant diverses dispositions législatives en matière municipale concernant notamment le financement politique)
L’objectif principal dudit règlement est le suivant :
1. Le présent règlement a pour objet de modifier le règlement 2014-229 Code d’éthique et de déontologie des ÉLUS MUNICIPAUX ;
En ajoutant ce paragraphe (5e paragraphe) à l’article 5 – Conflits d’intérêts :
« Il est interdit à tout élu de la municipalité de faire l’annonce, lors d’une activité de financement politique, de la réalisation d’un projet, de la conclusion d’un contrat ou de l’octroi d’une subvention par la municipalité, sauf si une décision finale relativement à ce projet, contrat ou subvention a déjà été prise par l’autorité compétente de la municipalité. »

PUBLIC NOTICE
IS HEREBY GIVEN BY THE UNDERSIGNED,
In accordance with the law on ethics and conduct in the municipal field, the Municipality of the Village of Fort-Coulonge wishes to advise the public that the following by-law will be adopted during the regular council meeting at 7 p.m. on September 7, 2016 at 134, rue Principale, Fort-Coulonge (Quebec)
J0X 1V0, namely :
By-law no. 2016-236 : CODE OF ETHICS FOR MUNICIPAL ELECTED OFFICIALS.
The legislator adopted the Bill 83 (Law modifying diverse legal dispositions in municipal matters concerning, in particular the political financing.
The main objective of the by-law is :
1. This regulation aims to amend the by-law 2014-229 “Code d’éthique et de déontologie des ÉLUS MUNICIPAUX” “ Ethics and conduct for all ELECTED OFFICIALS of the Municipality of the Village of Fort-Coulonge” ;
By adding this paragraph (5th paragraph) at article 5 – “Conflits d’intérêt” “Conflicts of interest” as follows :
“It is forbidden to every elected official of the municipality to make the announcement during an activity of political financing, the realization of a project, the conclusion of a contract or a granting of subsidy by the municipality, unless a definitive decision with regard to this project, contract or subsidy was already taken by the competent authority of the municipality.”
